故郷の夏　’０９

私の故郷、愛媛県大洲市で過ごした２週間の夏も終わりつつある。

今年は高速道路料金1,000円に釣られて東京から車で帰省した。瀬戸大橋の別料金1,100円を入れて高速料金は2,100円。　ガソリン代を入れても新幹線利用よりも1万円弱は安い計算だが、お盆の前の週だったにも関わらず予想以上の大渋滞で、途中20ｋｍ以上の大渋滞に3回も捉まり、16時間もかかりヘトヘトになり帰り着いた。　とんだクタビレ儲けだった。

高速道路料金1,000円の及ぼす効果を甘く見ていた。　政府の景気対策を“ばら撒き”と批判しておきながら、それに乗っかっている自分に苦笑するが、人間とはそんなものだ。　この点では、不人気の麻生内閣だが、緊急景気対策は意外に効いているのかもしれない。

今年の夏は天候不順で、夏らしくない夏だった。　局地的豪雨による災害、地震の多発、大動脈の東名高速の崩落にも驚いた。　実家でもエアコンはほとんど点けなかった。　こんな涼しいというよりも変な夏は記憶にない。　地球環境が変わりつつある証拠か、何か不気味だ。

今年の夏はまた、天下分け目の政権選択の夏ということで、昨日、片田舎の我が町にも民主党の菅直人代表代行が応援演説にやってきた。　菅氏は演説で“大洲など地方の町は東京や大阪に若い人を吸い取られてきた。　また、東京一極集中で、国や霞ヶ関にお伺いを立てないと何事も決まらない。　地方が自立できない、若い人が地元に残れないのは、皆さん、おかしいとは思いませんか！？”とまくしたてていた。　

その通りだ。　それが理想だが、そう物事は簡単ではない。　　団塊世代の私自身も吸い寄せられた（出稼ぎし都会で核家族を作った）身だが、昔も今も時代環境は違うが、人間は魅力的な場所（食べていける場所・働き口、立身出世、目標・やりがい、など）に吸い寄せられるのは変わらない。

たまたま、故郷・大洲市の広報が配布され、平成20年度の財政状況報告が載っていました。　歳出229億円の内、公債費（つまり借金の返済）が45.7億円で2割もあります。　歳入243億円で市債（つまり新たな借金）が23.5億円で約1割あります。　市債残高は384億円で歳入の1.6倍もあります。　国の財政悪化も深刻ですが、地方の財政も苦しい、1割借金して、返済2割に回しているのだから。　そうそう、団塊世代で建設業界をバックにしていた現役・大洲市長が昨日、がんで亡くなった。　大洲市も“We Can Change”、変化のチャンスかもしれない。

確かに地方自立は必要だけれど、日本全体がグローバルな世界相手に成長していかないと内需だけ、地方だけでは当然ながら生きていけない。　

大洲市に工場があるパナソニック寿は今年閉鎖が決まったとのこと。　昔からの街なかはシャッターが閉まった店が増えた、頑張っている商店・老舗も高齢化が進む、国道沿いに立ち並ぶ全国チェーンの店も入れ替わりが激しいようだ。　大洲市も「街なか再生」事業、う飼いなどを中心とした新機軸観光プラン、農産物直売所新設などに力を入れているようだが・・・。

太平洋戦争の大きな犠牲を払ってやっと復興し高度成長を果たし世界第2位の経済大国になった日本なのに、どこから歯車が狂ったのか。　　ＮＨＫの戦争を体験している世代が高齢化している今こそ、悲惨だったが故に秘められた記憶や想いを広く集め・記録し、戦争を知らない世代に伝ていこうという番組は秀れて意味がある、さすがＮＨＫだ。　　還暦を過ぎた私でさえ戦争を知らない世代なのだから。

今度の衆院選挙の結果は我々個々人にも大きな影響が出てくる。　国も、市も、企業も、リーダーの良し悪しで大きく変わる。　優れた政治家を選び、変革ができる政治体制が出来、是非とも地方活性化や日本の再生のきっかけになって欲しい。　

お城山が見える肱川の土手沿いをよく散歩しますが、清流沿いの景色は変わらないのに、あくせくして生きている人間だけが変わっていく（老いていく）。　それは寂しいけれど変わらない故郷の景色が、また人を癒してくれる。　そんな感慨を持った故郷の夏です。
